Papua Provincial Government Asks For Revision of Special Autonomy Law Referring to Five Frameworks

The Provincial Government of Papua welcomes the efforts of the House of Regional Representatives Republic of Indonesia which encourages the revision of Law No. 2001 on Special Autonomy for Papua.

However, the revision should refer to the five frameworks determined by the Papua Provincial Government. In order for its implementation in the future, it benefits the government and Papuan.

This was conveyed by assistant of Economic and People's Welfare of Papua, Regional Secretary Muhammad Musa'ad in Jayapura, Monday (1/2/2021), after a virtual hearing meeting (RDP) with the House of Regional Representatives Republic of Indonesia, at Swisbel Hotel Jayapura.

The five frameworks are the first to be recognized and handed over to Papua. There needs to be a rationalization of central and local authority. So it becomes clear and does not overlap. 

Second, regarding institutional structure that aims to strengthen the position of the governor as a representative of the central government in the region as well as the coordinator of Special Autonomy management. "So, districts and cities can have related relationships (in the management of Special Autonomy funds) with the province," he said.

The third concerning finance, Papua Province wishes that there is only one source of funding from the center, namely through Special Autonomy funds. "Although the project was carried out by the ministry of institutions, all must go through one funding. It is not like now, there are money-share funds, DAK, DAU, ministry funds institutions," he said.  

Fourth, there must be a policy framework so there is no overlap of policies published centrally or regionally. And fifth, aspects of law, human rights including reconciliation.

"The bottom line is these five frameworks are what we want but the chapter must refer to these 5 frameworks," he said.

Musa'ad hoped that the revision of Special Autonomy Law would be a solution to the problem for Papua and not the other way around, instead it raises new problems.

Therefore, Musa'ad hopes that the House of Regional Representatives as part of the People's Consultative Assembly, in order to be able to control the revision process that occurred, has become a mandate.

"The point is we ask the House of Regional Representatives for us, that we do not want the change of Special Autonomy Law to happen as offered by the central in 2008, which was stipulated by Law No. 35 of 2008. Which, it turns out that the substance of the material is only in 2 chapters," he concluded.
