Police Are Welcome to Prove Alleged Misappropriation of Papuan Special Autonomy Funds
The police are welcome to prove the alleged misappropriation of Papuan Special Autonomy funds worth more than IDR 1.8 trillion, as Baintelkam Polri said in the mass media.
This was conveyed by Acting Secretary of Papua Doren Wakerkwa, in a press statement accompanied by head of Communications and Informatics, Jerry A. Yudianto, Monday (1/3/2021) evening, in Jayapura.
Doren called on police agencies to be more specific about where and who the alleged perpetrators are in the budget, rather than throwing the issue out to the public.
Because if mentioned in general, then the target will be to bias and potentially discredit Papuan leaders.
"Because the truth is that the government does not do it by throwing the issue into the media".
"I don't think it's this way, if there is such suspicion, please go directly to check (rather than throw the issue to the media)" said Doren.
He explained, since the Special Autonomy fund rolled out in 2002, the Papua Province manages 60 percent while the rest is divided into city districts. This policy has been going on since the days of Jap Solossa - Constan Karma served as governor and deputy governor.
Then proceeded to the government of the governor of Barnabas Suebu - Alex Hesegem. Only in 2015, under the leadership of Lukmen (Lukas Enembe - Klemen Tinal), Special Autonomy funds were managed 20 percent in the province and the rest to districts/ cities.
"While 20 percent for the province was further divided, 10 percent for the religious field and 10 percent for the empowerment activities of indigenous Papuans".
"So I reiterate, there is no need to build a big opinion to turn off the character of the Papuan leader. Please check because our data is complete," he explained.
Doren added that the use of Special Autonomy funds in the Papua Province under the government of Governor Lukas Enembe, has implemented a strict use of the budget. This is evidenced by the granting of unqualified opinion (WTP) from the Audit Board of Finance (BPK) to the Provincial Government of Papua six years in a row.
"So I reiterate, This Papua Special Autonomy Fund is not used arbitrarily. We can't, all of us use according to the mechanisms and rules of the applicable law," he said.
The total funds disbursed by the central government from 2002 to 2018 amounted to IDR 68,997,474,957,550, with details in the era of Governor Jap Solossa (2002 - 2005) and Barnabas Suebu (2006 - 2011) totaling IDR 27.3 Trillion. Meanwhile, in the reign of Lukas Enembe (2013 to 2018) amounted to IDR 41.6 Trillion.
