Human Resources Development Agency of Papua visits National Development Planning Agency and the Embassy of Japan to discusses Vocational Scholarships

In order to succeed the vocational scholarship program in agriculture in Fukuoka Japan, the Education Cooperation Team of the Human Resources Development Agency (BPSDM) of Papua Province, Thursday, March 25, 2021, visited the Ministry of National Development Planning of the Republic of Indonesia / National Development Planning Agency (Ministry of VAT / Bappenas), Japan Foundation and the Embassy of Japan.

The team was led by the Head of Human Resources Development Agency, Aryoko AF Rumaropen, SP. M.Eng was accompanied by The Head of Cooperation Team Elius Enembe, S.Kep, M.Kes, Team Secretary, Dr. Karsudi, SP, M.Si and team members Dr. Jhon Boekorsjom, Jefry Rumayomi, S.AP,MKP, Yohana Maria Pulalo, S.Sos, Magdalena Omberep, S.Sos, Ir. Iriawan Surya, MBA, MM, Mayko Edison Koibur, ST, M.Eng and Dance Nawipa, S.Pd, M.Pd. 

At the Ministry of National Development Planning of the Republic of Indonesia / National Development Planning Agency, the team received the head of the Center for Development, Education and Planning Training, Dr. Guspika, MBA. 

He appreciated the breakthrough of the Papua Provincial Government in cooperation with the Fukuoka Government of Japan to educate the Papuan indigenous students in agriculture.

Guspika requested this cooperation involving universities in Papua. "For the effectiveness of cooperation, it can be done through cooperation mechanisms involving universities in Papua. So the process of cooperation between governments and can also be between universities," he said.

The Head of Center for Development, Education and Planning Training suggested to the Human Resources Development Agency team in coordination with the Papua Desk and the Ministry of Education Fund Management Institute (LPDP) for vocational education programs to be included in the action plan to accelerate welfare development in the Papua Province as the implementation of Presidential Instruction No. 9 of 2020 on Acceleration of Welfare Development in Papua Province and West Papua Province. 

"Coordination with LPDP to ensure Papua can access a larger number of scholarship programs managed by the Ministry of Home Affairs through LPDP institutions," said Guspika.

He added that the Center for Development, Education and Planning Training will assist the Papua Provincial Government in increasing apparatus capacity through various training related to the management of natural resource management in agriculture, mining, tourism, fisheries and marine as well as other strategic sectors.  

In order to increase the capacity of development planning apparatus, the Center for Development, Education and Planning Training is currently focusing on East Indonesia in Papua, West Papua, Maluku and NTT through degree and non-degree education programs. 

"Degree education programs that can be accessed include S1, S2 and S3 education programs at home and abroad. While the non-degree program is carried out through training of development planning apparatus and functional coaching of planners," he explained.

Head of Human Resources Development Agency of Papua, Aryoko AF Rumaropen, SP. M.Eng said the educational cooperation between the Papua Provincial Government and the Fukuoka Government of Japan through a vocational scholarship program aims to prepare and improve the Human Resources of Papuan indigenous students in agriculture. 

So that they can manage the natural resources of the agricultural sector in Papua in a sustainable and environmentally friendly manner by applying science and technology. "We hope that when the students return to Papua, they will be able to manage Papuan agriculture with the knowledge and technology they get in Fukuoka Japan," he said.

Meanwhile, The Head of Education Cooperation Team of Human Resources Development Agency, Elius Enembe, S.Kep, M.Kes added a meeting with the Center for Development, Education and Planning Training of the Ministry of National Development Planning of the Republic of Indonesia / National Development Planning Agency to get complete information related to education programs for apparatus and non-apparatus. 

"The hope of this visit is to obtain educational information that can be accessed by the Provincial Government of Papua related to S1, S2, S3 domestic and foreign education programs as well as other programs through apparatus training programs in the field of planning," he said.
